Whenever I make an outgoing call or even recieve one for that matter, there is this reoccurring tone that sounds like call waiting (but its def not that) that is persistent throughout the whole duration of my conversation. I am under my parents plan with cellular one and was wondering if anyone has experienced this or knows anything about it before I resort to calling Cellular one to find out whats going on. Thx:)

If the sound seems more like a alert, like your phone is trying to tell you something there may be a simple way to find out what the noise is, just look through your settings.

If the noise is more of a sound that is somewhere in the field of static then there could be much bigger problems.

Also, check the back of your phone under your battery, make sure you don't have any dots or lines that are pink meaning that your phone has been exposed to water or mostly commonly unthought about, HUMIDITY. Hot days can cause damage to phones without even the presence of actual droplets of water.

If the sound continues when you talk to land lines like your home phone then its mostly your phone connection or service.

If the other person does NOT hear the same noise it could just be your speaker on your phone giving out.

There are many possible problems. Best advice is to turn it off take off the battery and wait put it back in a try again. If its not 100% better go back to cellularOne or any retail store and ask for a technician. they can look at your phone (most times for no charge if you have their service) and solve it for you in a matter of moments.

Hope this helps!
