Those who could implement those changes would lose money.
It's expensive to be earth friendly. Sad but true.

I think many people don't realize they are being lazy.
For example, I think the wording of your question is a great example of a form of laziness. That form might be accurately referred to as mental laziness, but it might also more accurately referred to as something else. I'm not sure. And I'm too lazy to research it further. (Ha Ha.)
To net this out fairly quickly (I'm too lazy to go into lengthy detail right now), let me point out that you wrote "Why is it that people are lazy. . ." Personally, I think that such wording represents a generalization. It sounds like you're claiming that you think all people are lazy all the time. Which, incidentally, would mean that you are claiming to be lazy too and don't know why--but my gut feeling leads me to suspect that's not the meaning you intended to convey.
It might have been better to write 'Why is it that SOME people are lazy . . .' Come to think of it, it might have been even better if you left out the words "is it that." You know, wrote 'Why are. . .' instead of "Why is it that. . .."
There are many possibilities here, and I don't want to drag this out, so let me close by asking whether you think it might be possible that you were a little lazy while in English Composition class? But, you know, without realizing it? Just like possibly almost everyone else?

Sometimes it isn't that people are lazy. Sometimes they just have so much junk or stress or whatever else in their own lives they don't have energy left to be thinking about making things better for everyone else and for the environment.
Maybe that's not a good enough excuse, but anyone who has had some serious worries in their life knows exactly how impossible it can be to get up the energy to even brush one's own teeth - let alone do stuff for the rest of the world.
No - maybe its not a good enough excuse, but it is often why.

Ignorance. People like to live "in the now". So, they don't care about the consequences. Why do people smoke when they know for a fact that it is bad for you, causes lung cancer and hurts people around them with their second hand smoke. Simply carelessness. They are addicted to it like they are addicated to all the fine things in life even if it hurts the future of the environment.

Because people are wrapped up in their own little world and probably don't see themselves as lazy but victims of some sort of system (parents, occupation, racism, sexism, etc.)
It is so hard to see when my eyes are on me.

Because of just that...they're lazy. They don't want to take responsibility for their actions, they want someone else to do it for them. Or rather they don't give a hoot and just want to have fun and do whatever they want. It's sad, really.

People don't do anything to change or improve unless it affects them directly and immediately. Then they panic!
