well, no, not really. i think it depends on the government, if you're talking about citizens. however, there are human rights which apply to all persons in the world, no matter what race or disposition.

The rights and responsibilities of citizens are not the same.

In capitalist society, competition drives men, survival of the fittest, and the poor becomes the burden of the government and charities.

In socialist societies, such as Canada or France, citizens pay much higher taxes in order to have universal health care and unemployment benefits, so that they universally look after the well being of the poor.

In communist countries, citizens collectively bear the burdens of life, whereas no one is much richer than the other because resources are distributed equally amongst men. So the populace is either poor together or rich together.
