Well, when I was in school, we use to say...
"He has to wear a hockey helmet but isnt on the team"

Or...

He goes to school on the "Short Bus"

He is short a few marbles.
Not the sharpest knife in the drawer.
Missed his turn when brains were passed out.
If he was as tall as he is dumb, could drink out of the roof gutters and would have to stoop down.
If stupidity was painful, the pain would kill him.

When I moved to Texas, I learned that it was okay to say anything about a person as long as you added 'bless their heart' at the end. For example: "She is as dumb and a box of rocks, bless her heart.

But to your point, my two favorites are:
She is as dim as a 15 watt light bulb.
Not the sharpest crayon in the box.
