First player to get the hat trick I suppose. But even then, think about how many balls get used during a match. About 10-15 get used as far as I am aware. It wouldn't be so bad to just take the ball that scored the hat trick for each player and then everyone is happy.

Man City had 3 players score a hat-trick in the same game when they beat Huddersfield 10-1 in about 1987. The player who completed his hat-trick first got the actual match ball.
The others got spares.
