well technically yes...but then you run into the age old question....if a tree falls in the woods does it make a sound. if the lightning is extremely far away the sound of the thunder will peter out because it does not travel as fast or as far as lightning does....so by the time the sound should have gotten to you....you don't hear it. so in your prospective it didn't make a sound....or did it?

It is just a gigantic spark.
It cracks, but because the spark is so long, sound reaches you from different parts of it at slightly different times, providing the reverberation.
As example - if lightning strikes 100 metres from you, you hear that sound almost instantly, but if that lightning started from 2000 metres above you, the sound from its starting point will take about 6 seconds. Therefore the thunder will reverberate for six seconds as sound reaches you from every part of its path at slighly different instances.
Then of course, there are echoes that can make the thunder seem to go on for much longer.
Of course, the spark itself goes from cloud to ground almost instantly. It's only the sound that has a delaying effect.

Yes, but sometimes it's too far away to hear.
The rule is lightning first... then 5 seconds per mile for the thunder.

No thunder never accompanies lightening. Lightening travels at the speed of light. Thunder travels at the speed of sound.
Thus thunder follows lightening.
