That's pretty damned accurate, but most people will think "Ka-Ka what?"
How about islamofascist kakistocracy? At least most people will get the drift.
Of course, some people will say that they have princicples, just not ones we agree with. I don't think least qualified fully applies, so least principled is the best bet.

They are a theocracy or translation it means God ruled
They believe that God rules through the Clerics.
God talks to them and tells the people what to do.
God himself makes the rules. So if it opresses women that is the will of God.
