The clothes obviously. You can have the best coiffed hair and still not go anywhere if you don't have the clothes. Besides, some women's notion of hair style is to look like you just got out of bed. A clean, even plain, face can still be pretty if adorned with little more than a sincere smile. It is how you drape yourself that dresses you, the rest is but the garnish on a meal.

Definitely hair! If ur hair looks good, the rest will look good as well. Like some celebrities who wear really gorgeous dresses but just ruin their look with some weird hairstyle or just poofy, frizzy hair.
Jewelry is the least important bcuz u can pull off a great outfit without any jewelry.

I think that it would be the hair and the clothes. you always want to look nice,but not in the nude, and hair because it looks nice when you clean it up. Now make up nobody really needs and jewelry well we won't born with it so why need it. All it does its make people look like they got money going up there A*S*S.
so the most important thing would be hair and clothes.

Clothing, then hair. If you are really having a bad hair (and you're a girl), you can just slick your hair into a pony tail. But if you have ugly clothing,,,, you'll either look poor, fat, dorky, etc. So, go to ROSS and get yourself a bunch of nice clothes.

Everything in moderation... if you try to hard on one of those things it's going to stand out. Light natural makeup with a soft hairdo, with a simple outfit that FITS your body shape and your colors with only a few accent pieces for jewelry is a classy way to do yourself up whether it's for work/play/dating.

Hair, definitely.
Money can buy you clothing, and make up, and jewels, but hair is a reflection of your personal hygiene, and how you feel about and take care of yourself.
Someone who takes pride in their appearance, even if they cannot afford nice things, always looks better to me than someone with nice things who thinks those things make up for being unwashed and unkempt.
