It appears they take off from in a valley, so I'd get on a hill so you can look down on the balloons rising up. Put the rising sun to your back or one or the other side, so the glare won't blind you. Maybe a side view is best so there will be shadows to give the balloon's texture some depth.

Take your camera and get some good shots!
