My 1990 does the same thing. It is the Main Relay Unit and it is about a $50.00 part, not sure what the labor would be. Hope this helps.

Heres the answer!!!The main relay solder joints have come unsoldered.I commonly see this problem at my job.Heres how to check.1st put key in the ignition and turn it but dont start it.You should hear the beep and after a second should hear a faint click.If you donot hear this that is your problem.If you are have an intermitient no start with hot weather try this and listen for the click.You should allways hear the click.A honda dealer might be able to resolder the relay.If not the part ranges in cost from 45-70$s.Good luck and p.s. never sell a honda!!!!!!!!!

the main relay's gone bad. It is located under the driver side dash above the brake pedal. To actually see what you are looking for,buy the main relay first so you know what it looks like before you replace it. It is a black box with a flat metal bracket with a 10mm bolt holding it with a connector. It's tucked up way in there so you will have to stick your head down there.
