I found this website that explains why this happens. It can at least give you some ideas for how to proceed farther on this.

What are your 'dark spots' from?
I have dark spots from acne scars, and I'm using an acne treatment to not only treat the zits but have the skin with the dark scarring peel off as well. The treatment is called Retin-A, and it's working for me, so if that's the source of those spots, you might want to try it or something else that makes the skin peel so the scar tissue peels away.

Hydroquinone --or commonly known as Esoterica cream.. It would be available at any pharmacy and you should use it twice a day. Try not to rub your thighs together when you walk. Sometimes the friction causes dark spots. But the cream is the way to go.

Dark areas in those places suggest to me that you could probably have polycystic ovary syndrome. I don't think you can get rid of it. Check with your Doctor. I have dark areas in those places and it is because of the polycystic ovary syndrome.
