Yes there should definitely be a law like that! If you are worth talking to on the phone then you are worth having a person to talk to and not some stupid machine that dialed your number automatically and plays a voice recording.

If there was, most of the telemarketers who use automatic dialers (machine calls a bunch of numbers and then hangs up on most after the first phone is picked up) would be in jail today. Actually that might be a good thing.

There is sort of a law that exists on the US Federal level and on many state levels that prohibit most telemarketing firms from ringing you in the first place. What is requires is submitting your telephone number to the national Do-Not-Call list (http://donotcall.gov/ ) and most telemarketing firms are legally required to exclude your number from being on their automated dialers. Laws also exist in terms of cellular telephone numbers being off-limits as well.
I guess that my viewpoint is that the current laws in place tend to be sufficient. The exceptions to the do-no-call list include businesses that you already have a relationship with (and many of them will not ring you if you tell them to not do so) and charities (which tend to be a human on the other end to begin with). I recommend using the available options provided, and if that's not sufficient, then you may wish to communicate with your elected representatives.

Don't say hello more than once. I've heard that telemarketers wait for the 2nd hello to speak. I don't know if it's true or even why it would be, but that's what I've heard. They also can't hang up until you have. You can totally have fun with that. :)
