The London Centre for Fashion Studies helps to place their students in work experience programmes with designers so I know they exist. Vivienne Westwood offers work experience in London and so does River Island but I don't know who to contact. You can probably find them online and call to ask for their work experience contact.

Did you go to fashion school? Do you have any experience working in Fashion at all? Do you know how to sew, make patterns, draw? Usually most designer who look for interns will look for someone with these qualifications. When I went to Fashion School, I went to my counselor who recommended me to a few designers. I ended up interning for Richard Tyler.

I have no idea if you can work with fashion designers in London but can tell you that you will have very strong competition. Your competitors will all have portfolios stuffed with work, and they will have mostly all gone to design colleges.
If you expect to be successful, you better have your stuff VERY together, right down to spelling, capitalization and grammar.
