Get to know her. Sit near her when possible, and just strike up a conversation about something, (your surroundings would be good). Also, compliment her often. Don't overdo it, like don't just make up something, but each day when you see her, if there's something you really like that she did that day (like her hair put up differently, or her shirt says something amusing) and voice that compliment.
Also, if she's quiet, you'll probably have to make the first move, just don't make it too soon.

Flowers. Not roses. With the flowers, send a note telling her that you've been noticing her and you'd like to take her out sometime. But you know don't make it a typical night date. Take her to a local park one afternoon. Or to a museum. Somewhere nice but not overly done so she doesn't find it intimidating.

well, i myself used to be quiet/shy...so to tell you the truth it was quit refreshing when a person would just come up and start small talk(this broke the ice), start with the usual...wow what a nice day huh? phrasing a question will prompt the person to answer..and just flow with the rest...

I don't know about a QUIT girl, but you can just call a CUTE girl and say "Wanna go to a movie?"

Quietly take your dong out of your pants and walk up to her and say "Hi". If she runs away screaming then she's normal. Ask her out the following day. Keep your fingers crossed...maybe she forgot that you had your dong out the day before.

make conversation...i bet she likes you too ..but of coarse she wont tell you now b/c shes quit..so make the first move...make her feel comfortable enough to open up and start talking

she might be shy as well, so don't ask in a crowded area.
