That depends what you are wanting. The best phone to buy is generally the cheapest that does what you want. If all you want to do is call/text then a phone such as the Siemens A50 would be the best, and you could pick one up for about £5 on eBay I would guess. I was going to set up a site which would seach mobile phone models for your requirements, but I never got round to it.
To get a sensible answer, we need to know whether you want camera, bluetooth, infrared, video, MMS, radio, colour etc.

If sound/Music is your priority go for any new range Sony Ericsson. User friendliness, go for a Nokia, with a 3.2megapixel, the Nokia N80 and SonyEricsson K800i have the best in picture quality, but the K800i outsmarts the N80 with its BestPic feature which takes 9 pictures (very fast) for every picture you take enabling you to pick the best picture.

it depends on your taste(flip or clamshell model) and requirement(fm radio, video rec. etc) so go to a cell phone analysis site like this:

and select it for yourself--it's for you not for us!!!
