I only use 7 times the figure 8:
(8+8)*8*8=1024
8+8+8=24
1024-24=1000
complete formula: (8+8)*8*8-(8+8+8)=1000

((8 * 8) + (8 * 8)) * 8 - (8 + 8 + 8)
= (64 + 64) * 8 - 24 = 1024 - 24 = 1000.
I bet there are a few other ways, too.
