could be many different things, the bulb is probably your main problem. Most honda's have 2 stage bulbs, dim and bright, if on portion is burnt out the other won't work all the time. Could be a short in the wiring as well it could mean your combination switch needs replacing. That is what controls your signal lights, wipers and headlights. But first try the bulb. Most honda dealers will change it for only the cost of the bulb. Phone or go to the service or parts dept. and tell them what is going on. Bulb's are usually under $6. Try that and hopefully it will work. One more thing, does it seem like your signal lights falsh on the dash to fast. If so it could be your combination switch which is not that cheap to fix. The bulb needs replacing. There are two filaments inside the bulb, and they are not on at the same time. When the brights go on the low beam shuts off, and vice-versa. A new bulb should remedy the problem. Good luck!

The bulb has two filiments, one for bright and one for normal. The filament for the bright setting is burned out, when you turn it on the low beam switches off and the high beam can't switch on, leaving the lamp off.
