Windows 98 SE doesn't have full support for USB, especially USB 2.0. You can either go to the mouse produecer's website and download the driver for 98/98 SE or update your system with this Service Pack. Doesn't mean it will fix the problem. Once again windows 98SE doesn't support USB 2.0!

There are no USB drivers in Win 98SE. You should have gotten a floppy or CD with the mouse that has the drivers. If not, go to the manufacturer's website and download the driver.

If its asking you as soon as you turn on your computer, then you need to disable the PS/2 mouse in the BIOS. But if you get the error when you enter Windows, then search the mouse's manufacturer's website for the drivers.
