Some monks don't have to shave thier heads at all. It's kind of old fashion.

buddhist monks always shave their head and even beard, showing their commitment. they are not allowed to grow their hair for a period of time, they shave frequently and to some, once a month. they are not allowed to dye or pluck out any grey hairs too.
