You need some kind of a browser software to download from the Internet. Internet Explorer is the one build into Windows. You can, however be like me and use a different browser. I prefer Firefox. You would have to use Internet Explorer to download Firefox.
You do not have to use IE, but you have to use a browser to download from the Internet.

Internet Explorer is a Browser that is proprietary to Windows. It can be said to be a medium that takes you to the Internet. There are other browsers like Netscape, Fire-fox, Opera etc. All these have one important function and that is to take you to the Internet.
The name itself says it all " Internet Explorer " or a medium to explore the Internet. So essentially you need to get to the Internet somehow before you can actually download something.
Therefore, yes you need a browser or something similar to Internet Explorer ( or some other such browser) to download things from the Internet.
Yes you can also use FTP( File Transfer Protocol ).FTP or file transfer protocol is a commonly used protocol for exchanging files over any network that supports the TCP/IP protocol (such as the Internet or an intranet).
There are two computers involved in an FTP transfer: a server and a client. The FTP server, running FTP server software, listens on the network for connection requests from other computers. The client computer, running FTP client software, initiates a connection to the server. Once connected, the client can do a number of file manipulation operations such as uploading files to the server, download files from the server, rename or delete files on the server and so on.

Yes and NO. If you are downloading things from a site = YES
If you are downloading from a server lets say like music then no all you need is an interface program like Limewire.
There is also FTP that will allow you to download but thats a different subject. Good Luck.

No you dont, you can use any of the browsers available. You can also use the command prompt to download, although that is a lot more complex and detailed.
If you know the location of the file you can use the run command in start to access files
