I have tried all sorts of cleaners but they don't touch it. It looks like blue smudges. I've even tried straight bleach!!

Water softener and cream of tartar (found in the baking isle) I just got a house and had a simillar problem this stuff worked great. I got the idea of a pbs show.

Is the tub fiberglass or porcelain?
Give peroxide a shot - or lemon slices - one of the things that bleach hair. Tri-sodium phosphate - you can get it from a hardware store for cleaning concrete and hard water stains from glass.

weird... has your tub ever been painted?

It might have originally been blue and then painted over in white. If so, it's just the blue showing through where the white paint has worn thin. You'll need to re-paint the tub or just get a new one.

Do you have a cast iron bathtub? Sounds like the enamel is wearing off. Not much you can do about that except repaint the tub.
