If it's an automatic transmission, check the neutral safety switch.

why and no, the vehicle will still crank over but will not fire up if the security system in enabled. You need to look elsewhere for your problem. Do you have enough Battery Power? Just because you have lights and radio etc doesn't mean you have enough power to turn over the starter motor. Try a booster pack hooked up to your battery or jumper cables. if thats ok you need to check power to your starter motor solenoid. No power there? check your nuetral safety switch.
The chip in the key doesn't cause a NO CRANK condition ONLY a Crank No Start. FYI !

i had a 89 t/a and hated that security system. what i did was install a remote starter switch. get one from any parts house ($10) connect it to the batt term and acc. post on the starter. mount the switch under the dash. the car will turn over any time the switch is closed but will only start with the key on the on position

For all practical purposes, it can't be done. Tow it to the GM dealer and they will program the key for you. It takes some expensive specialized programs and a multitude of steps to do it.
