1) Advise your husband about your concerns for your family's health regarding using the washer and dryer.
2) Ask your husband to at least honor your wishes by installing a padlock on the washing machine. It shouldn't be very hard to do, and would prevent anyone but you from using the washer, and should eliminate most use of the dryer by anyone else (don't need to dry the clothes if they aren't wet...)
This way your husband avoids any direct confrontation, but you can restrict use of the washer and dryer.
I would avoid having your husband "scare" the guy - that could lead to a legal charge by the creep about "terroristic threatening," which would just complicate the matter.

2 options:
If the washer/dryer is in a room that is isolated from other people's stuff, lock it.
If the landlord won't do anything, and the apartment is illegal, tell the landlord that you will report the apartment as illegal and he won't be able to rent it out unless he resolves this problem.

You could call your city clerk's office and ask what to do about an illegal tenant. You could get HIM kicked out. Of course, your landlord may also decide to evict you.
However, you shouldn't have bought expensive items like this and put them in a community area. You KNOW other people would use them if they were there. If there is any way to close the room and put a lock on it so no one else CAN use it, it'll reduce your stress levels.

Go to hardware store. Buy 2 padlocks and 2 clasps (the kind where the screws are not exposed). Attach to the doors of each. End of problem.
Soution #2 is to replace the units with coin operated ones. (My local Sears scratch-n-dent warehouse has them cheap). Let them use the washer... and you make $$
Solution #3 is leave. I personally can't live under the same roof as a crack addict.

Yeah, I agree with the person who said call the cops. Wait until you know he's around and tell them you have knowledge of drugs on a person on your proprety and want him removed. Actually, maybe WARNING the guy that you plan to do so would take care of the problem. Though, I wouldn't trust a crack addict to take to this kindly and it could put you in danger. Better to let the police handle it.
Ewwww...I feel for you. Get him out of there!

I think you should go to HomeDepot and get a couple of locks and install them. Then just give the people you want to use the washer and dryer the key.

I'd say it's time to move. Sorry, but if you are married and have a child, you need privacy, you don't need to be living with other people. Just remember to take the washer and dryer with you.

your husband not stepping in is just wrong, it is his duty to protect his family and defend his wifes honer, looks like your going to need to take action on your own, it's time to move, obviouslly all the apt manager cares about is the money, if the guy whos using your washer is a squater call the police and have him removed, make sure you show them all the drug paraphanilia, id be questioning your husbands loyalty to the family and say step up and be a man, if he won't something is really wrong, id give my life without question for my family,

Creep is a kind name for this fellow. I like Funchy's advice. Personally, I wold get the pad lock. Also be careful when doing laundry down there. Dont go alone or when there is no one home. Who knows how this person will react when on drugs and/or realizes he has no more free laundry.
