You are correct, up to a point. There were a number of people prior to the Wright Bros. who attempted to do what the Wright Bros. were finally successful at - manned, controlled, powered flight. The Bros. attempted to apply the technology or theories/ideas that their predecessors put forth, but nothing they learned from these previous inventors worked, so the Bros. devised there own ideas. Including, flexible wing for control, twisting a small wing to create a propeller mounted on an appropriate engine of their choosing and also devised the first wind-tunnel to test their designs. In fact, the very basic design/concept of the wind-tunnel was invented by the Bros. and this basic design/concept is still used in today's wind-tunnels

As per those prior to the Wright Bros., any success they had with flying machines involved unpowered flight - gliders if you will. So, prior to the Wright Bros. flight was achieved, but not at the level of success of the Wright Bros.

One of these predecessors which I believe substantially influenced the Wright Bros. is Otto Lilienthal. I found a weblink I've included below about Lilienthal - perhaps he is the German you were thinking of.

There were several inventors in France and Germany that were working on similar craft, but Orville and Wilbur Wright are creditied with the first manned flight of a heavier-than-air craft. The term "airplane" was coined later.

The Seller's family in Grahn, Kentucky very may well have been the first family to fly. Matthew Sellers in particular. A tragic accident involving someone working for or with them resulted in a decline of work on their part.

The Wright brothers were the first to fly.So technically yes.
But of course ,like in every invention ,there were others before them ,that took one step at a time.
