Because it is a ratio of the weight of a substance to the weight of an equal volume of water. Since weight is measured in pounds, when dividing the pounds of a substance by the pounds of water makes pounds cancel out since pounds divided by pounds equals 1 (as anything divided by itself equals one).

And it doesn't matter whether your material is in grams, drams or ounces. SG is just a ratio of its density compared with water.
