I did forget Batman, but he has a cape as opposed to a cloak-a cloak has a hood attached to the cape. I could be wrong, but I don't think Batman's attire qualifies as a cloak.

Nightveil of FemForce and her Cloak of Darkness is interesting; this magical cloak existed in several time periods at once and when it came in contact with itself (while the FemForce were on a cross time adventure) it disrupted history and caused the untimely death of the man who had been her predecessor in the Old West in the 1800's .
However (worthwhile as all those other cloaks you mention are),
the granddaddy of them all is the cloak worn by -- the Shadow! That's right, who knows what evil lurks within the hearts of men? Da Shadow knows, honey-- dat's who! The Shadow was the first to use his cloak to avoid the bullets of criminals by moving his body behind it in the manner of a toreador. He was the first to apparently go down and scare the living daylights out of the criminals by seemingly coming back to life.

I think you skipped Moon Knight, the Spectre, and Moondragon- original green costume (although nobody ever noticed her cloak, lol)
Coolest cloak of all has to be Spawn's... I mean come on, it freaking fights on its own... :)
