Yes, it will snow anywhere the conditions of air temperature and moisture content are right. The above freezing temperature of most ocean water moderates the air temperature a bit, but it certainly snows a great deal over the oceans in the far northern and southern latitudes.

Yes, of course. Over numerous bodies of water. The arctic ocean is water covered with ice, and it snows atop that, and over open water as well. Anywhere it's too cold for rain, it has the potential to snow.
