Cute but not stupid...what about animals? Zebra, Skunk, Polar Bear...these are from the Tom Arma collection (http://www.costumzee.com/tag/tom+arma/). Or you could go with Sesame Street, Pokemon, baby Einstein, Raggedy Ann, Narnia Knight, Pirate...

If you're talking about a boy how about a football player or a greaser from the 50's. That would be to cute.
For a girl do the counterpart a cheerleader or a bobbysoxer.

Get a red sweat suit and sew some fake leaves to it and she/he can go as a pile of leaves.
How about a cardboard box with some butter tubs glued to the top side, paint it all one color and they are a Lego block.
Put them in a floor length blue dress and get a sailor hat and you have Popeye's Sweet-pea.
Put them in a sweat suit all one color and get a orange stocking cap and they can go as a candle.
Put them all in red and you can carry them around and you have your Heart on your Sleeve.
Put them all in green and make some antennae and you have a grasshopper, or a frog.

My wife made a Mickey Mouse costume once. She didn't sew it together but just got creative with clothing, makeup and some spray paint. Turned out very good.

Here's an idea you might want to consider. What my brother and his wife did to get their daughter ready for her first Halloween was to get her dressed in a little prisoner costume that was home made. They used her date of birth as her prison number on her shirt, and my niece looked SO ADORABLE! :)
