Downloading roms isn't as popular as it use to be.
GBA roms were highly popular from 2002-2004. But with the release of the NDS, and the complexity of it roms have lost their popularity. The NDS emulator doesn't have the touch-screen, so playing roms is hard.
N64 and PSP emulators are hard to find. N64 Emulators don't even work anymore. Last time I saw one was three years ago, and it was dreadfully slow. There never was a NGC emulator, so yeah. XBox (360) and PS2 emulators I don't think even exist because of their higher complexity than the NDS.

An emulator, in this context, is a program that emulates a console system and allows you to play games for that console on your computer. Emulators and emulation itself are not illegal.
A ROM image is a dump of all the game data from a cartridge/disc. Downloading and possessing a ROM image of a game you don't own is technically illegal, but you're not going to see too many arrests for downloading the original Super Mario Bros.
The popular "24 hours" rule (the idea that it's okay to download and keep a ROM image for 24 hours, as long as you delete it afterward) seems to be completely made up, but a lot of sites still claim it to be true.

An emulator is a program you can download to play any version of an old game system or arcade game....
A rom is the format of the type of game to be played an emulator... It may be illegal in some states..I never really found a source that has the list of place where its illegal....
This is what i use instead of gametap....

an emulator is a type of program made to play files called Roms which are usually games for old or obsolete systems that are no longer made. however you can get an emulator for just about any system, NES, SNES, SEGA, even PS2. Some PS2 emulators even let you copy a game from the CD to your computer, so if you have friends with games you want you can copy them.

Some laws state that it is ok to have the rom if you have the original game. The rom serves as a back up. I have also heard of some laws that say you must delete the rom within 24 hours if you do not own the original, making the rom similar to a free rental. But I can't actually cite any US Code to back up my answer so you might want to investigate.
