Say I own a home repair business - because I am a business I can buy at wholesale (cheaper) and then mark the item up and sell it at retail to the home owner. Retail is what the end user is paying and is the highest price. Because I am a business I will be buying many of these items and get the better price because of the quanity factor.
Now, I may be able to buy at the lower wholesale price, but I have then taken responsibility for the item - if is is defective in any way, it is my fuel and time to exchange and reinstall the item.
If you are referring to "Wholesale Warehouse" pricing - that is just bulk discounts being passed on to the customer.

Sometimes someone will say that you are buying at wholesale prices but they usually still add a fee in there so that they make money. For many wholsale prices the more you purchase the lower the price per item.
