My step brother and son was killed several years ago in Florida. We believe (family) that it was not a accident is there anyone out there that knows how we can get help to find someone to solve this case without using a attorney or PI as funds are limited.

If I understood you correctly, the case was originally closed as an accident of some sort. If correct, then the police do not regard it as a murder or a "cold case". The first thing I would do is to visit the police/sheriff/state police and express your concerns. You'll need to to do this anyway because if you start investigating without letting them know, they usually get ticked off.

If they don't want to reopen the case, ask for the names of a couple of retired dectectives or investigators that they respect.
Visit with one or more of them and see what they think about the case.

At some point, you will have to take up a collection among the family and pay for some investigative services, but if I were in your shoes, this is how I would start.

I suggest you get a good vigilante. One that's not in it for money but for justice. Look on websites sort of like this except more mature. I'm sorry about the loss of your family and I'll pray that God give's you the answers.
