Is there an easier way to determine the perimter other than having to do long form way?
Area is fixed at 24m(squared)
I know A=LxW and P=2(LxW)
Length Width Area Perimeter
L=24 W= 1 A= 24 P= 50
L=12 W= 2 A= 24
L= 8 W= 3 A= 24
L= 6 W= 4 A= 24
Only long way I know to perimeter is
P=2(LxW)
=2(12+2)
=2 (14)
P=28m

I need a simple multiplication instead of having to do all the long form to obtain the perimeter

add the length and the width and do a simple multiplication with 2
it is fairly simple though with three unnecessary steps it is made to appear complicated

Making addition takes less time than multiplication.
To find the perimeter add all sides P=L+W+L+W

But don't forget. The idea of your teacher is to teach you a way which can be understandable by everyone.
