If I want to let them soak for a bit, what's the best way to weigh them down in the tub?

I use my laundry soap jugs!!!! providing they are plastic.

I don't know of too many or any pieces of clothing that once saturated with water don't sink to the bottom on there own unless you are wearing plastic cloths. If I had to choose to use something I would probably use empty plastic bottles like soda bottles and milk jugs, juice bottles etc. That or get a beach towel get it really wet and lay it over the top of the whole tub of cloths.

You don't really need to weigh them down in the tub, but if you want to, put the lighter clothes underneath and the heavier things on top and that should take care of it. Or use a smaller container such as a bucket and it should be easier. If you really need to use something to weigh them down, you could try large dinner plates, glass paper weights, or empty glass jars filled with stones, if you didn't want to put stones or bricks on your clothes.

The soaking water wicks up the fabric, no need to weigh them down.

Usually soaking them well will sink them. But if they try to float, try using clean paperweights or something similar, as long as it's smooth so the cloth won't catch.

nothing. when detergent blends with water, thats all there is to it. when you soak the fabric, it's all wet, with a detergent on it. but to answer your queery about holding it down, if your detergent comes in plastic container, you could place it on top of the fabric (make sure the bottle is tightly closed). that will satisfy you knowing that the fabric is soak to your specifications.

Gravity. If they are soaking, they are soaking. Just let them sit in there, trust me, thats all you'll need. As long as they are wet, its about all they would need.

i dont use anything when the clothes get wet they sink to the bottom
