Make sure to send it Registered Mail, so it goes under lock and key. Don't simply insure it, because that makes it a visibly valuable theft target.

you can mail passports to people, but I would recommend using registered mail, not just an envelope and stamp. Take it to the post office and tell them you want it to be mailed securely, and they'll let you know what you need to do.

I would send it as Certified mail so that they will have to sign for it. You can also request a reciept that way you will know for sure that they are the only one that will recieve it.
