First, you need to know the meaning of the word languid:

From TheFreeDictionary:

"lan·guid (lnggwd)
adj.
1. Lacking energy or vitality; weak: a languid wave of the hand.
2. Showing little or no spirit or animation; listless: a languid mood.
3. Lacking vigor or force; slow: languid breezes."

This, of course, should give you the solution to your question. Since the goat is lacking in energy and vitality, is weak, shows little spirit or animation, it will have little or no energy or desire to eat and will therefore be thin. This is the literal meaning.

As a metaphor, it means that to get the things that you desire, you need to show energy and spirit to be able to grasp them.

It means that if you don't put any energy in you don't get much out. Not enough for a goat to get fat on anyway.
