No, I've been to Rio and Sao Paulo in 1974. They were modern cities. If Sao Paulo is a third world city then so is Los Angeles because Sao Paulo was one huge sprawl with lots of cars and freeways.

No, although there are mountainside favelas (slums) in Rio de Janeiro that are among the toughest in the world.
