Because of the California Gold Rush in the 19th Century. Also because of the climate of California (well southern California at least) Doesn't rain much, sunny most of the time. But the main reason is the Gold.

Gold was discovered at Sutter's Mill in the foothills near what is now Placerville, Ca. News of the discovery reached United States proper and the Gold Rush began as people headed out West for their chance at striking it rich. At one time there was so much gold flowing into the economy, that some prospectors would buy their foodstuffs using gold powder.
One interesting bit about Columbia, Ca. in the Mother Lode. Now it only has a population of 300 people, but during the Gold Rush, at one time it's population swelled over 20,000 and was even named the honorary state capital for one day.
