How old is the toilet? For a few years in the 1990's they were making a toilet that used less water and these toilets all had exactly the problem you describe. They don't make that model anymore, and the low water usage ones they make today are much better. I can't remember the name of this toilet but do a search for the name of yours to find out if that is the problem. if it is, your best solution may be a new toilet.

make sure the tank water level is up to the 'water line' if not adjust the ballcock until it is.

looking in the tank, flush the toilet make sure the flapper opens all the way and stays open until 80%-85% of the water exits then closes, if it closes too soon adjust the chain or replace the flapper all together.

rent a toilet auger ($5.00) snake the bowls trap, sometimes toothbrshes, bottle caps, etc. may get lodged in the trap only letting paper to exit.

if these 3 things don't work replace the toilet all together sometimes you just cannot remove the lodged item from the trap

First check the tank to make sure that the flush mechanism is working properly. Then consider that there might be a blockage in the trap or the toilet drain (plunger time) or the drain pipe might be too small. I'd recommend calling in a plumber if you choose to replace any pipes because it's a tough job.

By the way - your toilet's seal (which holds the toilet to the drain) is probably either cracked, disintegrated, or have turned to liquid - which is what happened in my case when I had the same problem as you have described. Without the proper seal, only water and paper will go down because the suction pull of the drain has been compromised.

Try plunging the toilet vigorously.Also,check tank parts making sure float is filling tank to water mark and check the flapper to make sure water isn't leaking out and into bowl leaving less than the desired amount of water needed to flush.Also,make sure vent stack hasn't got a birds nest in the pipe on the roof.That can create a vacuum and toilet won't flush properly.

The first line of defense is always the plunger. Give it a try. Many times the trap or pipes may get partially clogged and the plunger will unclog them.
If that doesn't work call a plumber. He may simply use a snake to rectify the problem.

If paper just goes down you will have to remove the bowl to find out whats in it.

i have the same problem as u, the fault lies with my toilet bowl. the angle of the bowl is not steep enough so it reduces the force of the flushing water

first check your inner workings of the tank, is it filling to the right level and flapper quickly opening, then check to is if your drain pipe is vented.

get a stick and bust up the turds into smaller pieces first.
