Democracy was an invention of Athens. There was a rivalry between Athens and Sparta, but at the end. king Philipous of Macedonia (capital of which was Salonika, which is also called: Thessaloniki) conquered Greece. His son, Alexander the Great, conquered the whole world which was known to him.

The Athenian empire rose, when as head of the Delian league, it took steps to make the league into an Athenian empire. This was done by having some of the member states of the league (set up for defence against Persia) pay money instead of contributing men or ships, and using force to prevent members from leaving. The fall was not so much a decline, as a sudden collapse. The Athenian empire (though it was never formally called that) was toppled from its position through the 30-year Pellopessian Wars, when Athens and her allies were defeated by Sparta and her allies; with financial aid from Persia. These wars left Sparta as the dominant power in Greece.
