Actually, neither. "Punk" is a culture, and just like any other culture it has unique music (punk music), rituals (punk shows, etc.), fashion and some may even argue language. Although the degree to which one participates in the culture can vary, one may simply listen to the music, while another may totally immerse his or herself affecting everything from what they wear to what they eat. For more information I suggest you watch "SLC Punk". There are also many books on the subject but books are boring.
