Are you talking about winter rye for use as a "green manure"? If you are, it's a very good and ecologically sound practice for enriching the soil.

When your garden is finished get down to the soil--the seed has to make contact with the soil to grow. Spread the seed at a rate of 1# per 100 sq ft. (For example a 10X25' garden would be 250 sq ft so you would need 2.5# of seed.) When it gets to be about 2 ft tall you can plow it under with a rototiller or by hand. Then sit back and let nature work.
