First you need to figure out what your page is about, then figure out what audience you are trying to reach (ages, knowledge range, etc) then you need to lay your site out on paper so that all areas of your page are linked in some logical way. Then you need to sketch out a design, then you need to create the interface digitally. Then you need to get and find graphics, text, and other specific content. Then you create a home page to tie it all together. Then you buy a domain name and hosting and upload your files. Then you tell people to go to your website.
