I believe the term is actually "in lieu of" and the word lieu means:

What you would use is "in lieu of". The French spelling can throw you off! But yes, it is commonly used when you are saying something like, "Instead of flowers, please send a donation to such-and-such charity," or "In lieu of flowers, please send a donation to such-and-such charity."

It's an idiom, and lieu is a real word, but it's only used in that idiom.

actually you misspelled it. its actually "In lieu of..." and yes. It is a saying referring to getting something instead of something else. ex: "Today I decided to buy contact lenses in lieu of glasses!"
