It refers to rabid dogs, when they are dying from rabies they bark incessantly and are quite literally mad from the disease.

From Barking in Essex where there used to be several madhouses as they were called back in the 1800's.

Same as the word Bedlam after the place of the same name that had madhouses. Must have been awful as most people sent to Bedlam were not at all mad but down and out on their luck.

because of things like tourettes where the person cant control what they say in the olden days some one must has had tourettes and barked and people thought the person wos mad hence barking mad.

The disease Rabies, dogs pass it to humans & humans act as mad as dogs do when they get it, "like a mad dog" came from the same thing.
