Transvestites just dress as women occasionally (and a great deal of transvestites are straight men!), where as transexuals have a condition called gender dysphoria and have undergone or are undergoing gender reassignment surgery.

The majority of transvestite are hetrosexual and have no desire to be changed into a woman. Some are homosexual but this is actually quite rare! They dress in womens clothes(usually secretly) because they are sensitive to the glamour and the feel of nice feminine clothes next to their skin. They have a strong feminine intuition and a strong sense of 'the female' BUT they will always feel guilty. They are always sensitive about their manhood, which is very very important to them, although there is no need to in my view, because making love to a transvestite is as good as with a lesbian....so Ive been told.
Transexuals are tragic people who through a quirk of nature in their sexual makeup have a distinct desire to be a member of the opposite sex and will always be uncomfortable in the sex they were born with. They will seek surgery, but this is tragically not always a good thing to do.

Transvestites : males who crossdress (primarily for sexual pleasure): a large heterogenous group.
Transsexual: a person who for as yet undetermined reasons feels that he or she can only be at peace if she or he has the physical characteristics of the sex opposite to the birth sex.
Transgender: a person who feels that the gender role imposed on him or her by society is incongruent with how he or she feels about him or herself. Such people sometimes have an urge to express their gender otherness by displaying the outward characteristics of the other sex, others may do so by adopting the psychological characteristics of the opposite sex. Some do both.

They both can have boobs...all depends on how they get them.
And not all transvestites and transexuals are men...there are woman who do that too.

a transvestite just dresses up as a woman and a transexual gets a sex change, takes hormones to be a woman, and a transexual has boobs but a transvestite can also make it look like they have boobs.

Transvestites dress as the opposite sex(usually men dressing as women).
Transsexuals wish to change sexes completely, whether or not one has breasts like a female is strictly determined by whether or not they have actually attempted making the transition medically.

trans-sexuals have hormone therapy and if they are becoming a woman then they will have breasts. A transvestite MAY choose to have such therapy, although their thing is dressing as the opposite sex, so a man dressing as a woman could wear falsies or could grow bigger breasts with hormone help. At least this is all my understanding from reading. Maybe an actual trans-sexual or transvestite will answer and let us know if I made any errors.

Transvestites are people of one gender who dress up like the opposite gender. Transsexualism is a "psychological" condition in which someone "self-identifies" (I got this word from Wikipedia) with the opposite gender; a transsexual sees himself/herself as a woman trapped in a man's body, or a woman trapped in a man's body. Both terms can apply to both genders.
In the case of male transsexuals (to whom I believe you're referring), they do not have "boobs" or women's breasts as a natural feature, but their condition can (in many cases) compel them to acquire them artificially, either through prosthetics or surgically. Female transsexuals, of course, would take the opposite course, removal or concealment of their breasts.

Transvestites just dress as the opposite sex, they keep their parts intact.
Transexuals change their sex and have the wrong parts taken away and the right parts added.
Boobs can be added or removed depending on your preference!
