Although it may make it more appealing to the youth (reverse psychology), it is in reality much less damaging. If you legalize it, you are welcoming drug addicts to your country, and your economy suffers. If you keep it illegal, this effect can be dampened, as not all want to risk their futures doing such stupid stuff.
