my answer to the question may sound very spiritual but yes what i say is one of the best solution that is applicable not only to INDIA but humanity at large and the world at large.
1)ceiling on desires
2)Sacrifice selfishness,anger,hatred,jealousy,ego
3)develop love,respect all religions,respect the religious beliefs
4)develop LOVE FOR GOD,FEAR OF SIN.
5) Help ever hurt never
6)undertake sincere and deep study of religious scripts such as the VEDAS RAMAYANA MAHABHARATA QURAN,BIBLE
6)practise yoga and meditation.
7)HAVE DEEP FAITH IN GOD which ever form we may believe
8)develop unity of thought,word,deed
9)develop respect for your MOTHER AND MOTHERLAND...that is develop patriotism
10)stop criticising others, their deeds,actions make a true self assessment
11)stop pinpointing other mistakes and try to learn from others mistakes
12)see good in all human and forget the bad in others
13)if an individual cannot make a constructive contribution they should at least refrain form causing harm to others and the society
it is said in holy Scriptures that where the intentions are good or where the thoughts are pure there shall be no dearth of money and food,
where there is unity there is purity,where there is purity there is divinity,
we must develop unity,
there must be change and that change should start with the individual ,it should spread to the family,then to the society,then to the country then to the world at large.

Set up a tax system that does not have a so many loopholes. It is important that all citizens pays taxes and I think tax evation is one of the main reasons why national projects and infrastructure development is lacking.
