Go to IMAGE to get a drop down menu. Then go to IMAGE SIZE on the menu. Pick the size you want from the table that appears and click OK.

Open an image in Photoshop, then

Goto Image > Image Size
Set the size of the image either in pixels or any measurement unit you want to.
To crop an image, goto Image > Canvas Size.

you could not purchase Photoshop less costly. there's a loose 30 day trial. you could also get a pupil licence if you're in finished time practise. evaluate getting Photoshop factors - does maximum of what CS6 can do at below £100.

Same as first two answers, but make sure that the width and heigth change in relationship to each other. By default it is, but make sure that "Constrain Porportions" is checked.
