washer want spin, slow, or stalled, it still drains but clothes are still soaked. Its an Whirlpool, apartment sized washer, whats the problem?

I checked the belt, so it may be the agitator

check to see if an article of clothing is stuck between the agitator and the bottom of the drum, If not it could be a switch, the belt, or worse case the transmission.

Check the belt that spins the drum. It may be warned out.

Could be transmission or level sensor. You should call a service person.

the belt is either worn or broken it needs to be replaced
