Yes ... and No. It has to do with the lack of foresight that is being applied to the social dynamics, or lack there of, in the inner-city environments. These dynamics have been studied since the 1930s and updated as the urban environments changed over the years. It also has to do with what is known as Cognitive Landscape and Social Isolation, both are pandemic is the urban poverty regions. The cure, by the way, is not in the Government's hands, but in the Social Services provided by the religious/spiritual community. They have, due to willful ignorance, abandoned the traditional social intervention that is needed in the inner city. I say Bush is at fault only because he is seen as the voice of moral conservative United States; as such should be pressing his constituents to be involved in urban environments. However, even the fundamentalist have abdicated their responsibility to the community at large.
